Job Description:
The Managing Agent will embrace and support the Mission and Vision of the Riese Corporations and be guided by them in discharging his/her responsibilities. The Managing Agent provides leadership, and direction and, ensures compliance with all applicable regulatory agencies and federal, state, and local laws; maintains a supportive environment for all residents; manages site staff and their duties; manages facilities, budgets, and tenancies; interacts with and supervises vendors. This individual must have experience managing Senior- HUD Affordable Housing properties. The Managing Agent builds and maintains positive working relationships with internal and external stakeholders. She/he will communicate in a timely fashion, respectfully, and effectively with all stakeholders, especially with tenants and their families, staff, and Board Members. Responsibilities will include but not be limited to:
• Be responsive, committed, and engaged in implementing Riese’s Mission as directed and communicated by the Riese Board of Trustees.
• Manages and assists with the rental application process to assure eligibility following Riese and HUD guidelines/requirements. Establish, update, maintain, and manage a tenant waiting list, filling vacancies at the earliest opportunity.
• Manages and assists with the rental program to assure eligibility of tenants following Housing Authority and HUD guidelines, including, but not limited to lease enforcement and rent collection, charges, utilities, resident notices, and report preparation, mailing, community service requirements, move-in, move-outs, work orders, inspection of units, transfer requests, tenant eligibility re-certifications. He/she handles and resolves complaints regarding the applicant’s/resident’s concerns about eligibility or ineligibility, and lease obligations. She/he initiates eviction proceedings as needed setting and adjusting rents per regulatory requirements and Board approval.
• Maintain facilities and equipment in excellent repair and negotiate contracts as needed.
• Build and maintain positive and respectful relationships with residents (tenants). Coordinates residents’ services, including, but not limited to: investigation of complaints, disturbances, and violations of rules and regulations, response to questions and complaints from the residents and the public; showing of apartments to prospective residents.
• Create and manage budgets following HUD guidelines and GAAP, to assure sustainability. Able to gather and analyze financial data. Generate monthly and annual reports such as profit and loss, quarterly and year-end statements for tax purposes, investment reports, and other reports as may be requested by the Board. Manage accounts payable and receivable, holding tenant security deposits, collecting rent each month, paying vendor invoices, and paying other obligations.
• Coordinate year-end audit work with Riese’s auditor and consult and collaborate with the Auditor and Board Treasurer throughout the year to ensure proper allocation of expenses and revenue maximization.
• Adhere to local and state landlord-tenant regulations and federal fair housing laws to prevent unexpected lawsuits due to illegal market practices or unintentional discrimination.
• Manages the maintenance staff, assuring the completion of work orders for repairs, grounds maintenance, and security of the property in compliance with HUD guidelines, rules, and regulations, including, but not limited to: periodic and as-needed inspections of grounds, properties, and non-dwelling and common areas, to determine necessary repairs and maintenance to include move-in and move-outs, inspections of property for damages, hazardous conditions, to ensure grounds and units are properly maintained.
• Conduct routine inspections including move-in and move-out inspections, on-site inspections, and drive-by inspections on different days of the week, both day and night
• Coordinate evictions and bad debt collections as needed with the help of the Board attorney.
• Discharge the Managing Agent duties as delineated in the HUD Management Agent Handbook and the Management Agent’s Certification Form for Multifamily Housing (form HUD-9839-B).

Ideal Qualifications and Competencies
1. Knowledge of and internalization of Riese’s Mission as outlined and communicated by the Riese Board of Trustees.
2. Knowledge of and experience with property management.
3. Knowledge of the purpose, policies, and related regulations of local, State, and Federal oversight agencies, most especially HUD.
4. Strong business acumen. Knowledge and ability to apply basic and complex business and management principles involved in planning and human resources management.
5. Knowledge of finance and accounting principles, laws, and finance best practices.
6. Ability to hire, direct, supervise, and as needed, terminate subordinates.
7. Ability to identify employee training needs and to develop, provide, or facilitate employee training programs as needed to ensure that employees can perform assigned work.
8. Knowledge of federal, state, and city laws and ordinances governing Affordable Housing including, health laws, fire regulations, leasing of property, and evictions as required in providing information about residential, multi-family facility design, construction, and maintenance.
9. Knowledge of facility maintenance to include basic knowledge of property and grounds maintenance, safety, and security as required to assist in the supervision of maintenance employees and contractors and response to tenant’s complaints.
10. Experienced in managing older buildings and the structural issues that can arise.
11. Ability to communicate effectively, both written and orally with persons of all ethnic, educational, and socio-economic backgrounds, projecting a positive image of Riese Corporation.
12. Ability to effectively plan and organize work, including time management, prioritizing, responding timely and effectively to day-to-day problems, handling multi-tasks, meeting deadlines, etc.
13. Ability to establish and maintain effective working relationships with subordinates, residents, community leaders, public officials, social/community service agency representatives, the general public, and the Board.
14. Ability to investigate and analyze conflicts, complaints, or problems involving employees, tenants, or the public in unpleasant or risky situations and to take the appropriate actions.
15. Ability to work independently without direct supervision and to initiate projects or actions to resolve or prevent problems.
16. Employ superior communication skills in interactions with stakeholders. Communications shall be timely, responsive, honest, efficient, effective, and respectful

Physical/Equipment Requirements
1. Must be physically able to operate a variety of automated office machines, including computers, copiers, printers, facsimile machines, telephones, etc.
2. Must be able to work with, operate, move, or carry objects or materials such as files, computer printouts, reports, calculators, pencils, legal pads, etc.
3. Ability to physically inspect the properties in their entirety including walking and climbing stairs.
4. Ability to withstand all weather conditions and serve on-call, as scheduled or as necessary.
5. Must be physically able to operate/use vehicle.
Minimum Education, Training, and Experience
1. An Associate Degree in Real Estate, management, or a related field (Bachelor's degree preferred) and two (2) years of experience progressively responsible for the supervision and administrative operations related to housing and maintenance of multiple-family, HUD-funded low-income senior housing facilities, or
2. Four (4) years experience progressively responsible for the supervision and administrative operations related to housing and maintenance of multiple-family, HUD-funded low-income senior housing facilities.
3. Possession of a current valid driver’s license.
4. HUD previous certification for Property Management.
5. NJ Real Estate Broker License
6. Must be bondable.
7. Second language desirable (preferred second language – Spanish).

Managing Agent Ideal Candidate Profile

The Riese Corporation and its affiliated corporations, St Mary's Corporation, (owning the Msgr. Joseph R. Brestel Residence), the Madison Plaza Corporation (owning the Maurice J. Brick Residence), and St Gerard's Corporation (owning the William H. Hinchcliffe Residence), collectively "Riese", seek to hire an experienced managing agent to succeed the retiring managing agent. The retiring managing agent has overseen the operation and management of the above-referenced Residences. These three residences represent three of six residences owned by Riese-affiliated corporations

Riese owns and operates six affordable housing units in Northern NJ, five in Paterson and one in Passaic. The first Riese Board convened in 1963 and opened its first building on 20th Ave. in Paterson in 1967, the William Levine Residence. The Ralph Diverio Residence opened in 1972, followed by the Murray S. Bisgaier Residence in 1976, also at the 20th Ave location. The Maurice J. Brick Residence opened in 1978, followed by the Monsignor Joseph R. Brestel Residence in 1983 and William F. Hinchcliffe Manor in 1993.
The Maurice J. Brick Residence (Riese Madison Park Corp.) is located at 70 Dey Street in Paterson in a former Little Sisters of the Poor Nursing Home. This 91-unit building opened in 1978. The 91 units include 58 studio, and 33 one-bedroom apartments plus a two-bedroom superintendent unit. All units are section 8 housing. Originally built in 1901 as a nursing home, it was renovated in 1978 for this Affordable Housing building. Staffing consists of a Site Manager, Building Superintendent, Maintenance Worker, Service Coordinator, and Security Shifts. Most recent compliance and quality indicators: REAC score 82B, MOR rating Satisfactory, Wait List 86, Audit – The financial and compliance audits are again clean with no issues or findings. No mortgage.

The Monsignor Joseph R. Brestel Residence (Riese St. Mary’s Corp.) is located at 200 Pennington Avenue in Passaic. This 95-unit building opened in the former St. Mary’s Hospital School of Nursing building, following extensive renovations in 1983. The 95 units include 56 studio, and 39 one-bedroom apartments plus a two-bedroom superintendent unit. All units are section 8 housing. Staffing consists of a Site Manager, Building Superintendent, Maintenance Worker, Service Coordinator, and Security Staff. Most recent compliance and quality indicators: REAC score 80C, MOR rating Superior, Wait List 82, Audit – The financial and compliance audits are again clean with no issues or findings. The mortgage will be paid off 6/2024.
