Compliance Specialist

Qualifications:

  • Must have at least five years of experience in affordable housing with qualifying applicants and conducting annual recertifications in HUD and Tax Credit Properties.

  • Must have CPO designation (Certified Professional of Occupancy) and SHCM (Specialist in Housing Credit Management) and FHC (Fair Housing Certification) or similar designations.

Reports to: The Compliance Manager

Responsibilities:

  • Under general supervision, ensures that PHFA’s policies and procedures, local federal and HUD regulations are consistently followed and adhered to throughout the portfolio.

  • Ensures tenant files, (Section 8 and Tax Credit) are in compliance with federal, state, local and HUD regulations; performs other related duties.

ESSENTIAL FUNCTIONS:

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages the waiting list for assigned properties within the portfolio, in accordance with the property specific Tenant Selection Policy.

  • Assists in executing the annual compliance plan; conducts compliance reviews and documents review results.

  • Executes scheduled compliance reviews to ensure that the sites follow applicable policies and procedures and are in compliance with the federal, state, local, HUD and PHFA rules and regulations.

  • Performs Site Based Quality Assurance reviews; ensures tenant files, and housing inspection files are in compliance with federal, state, local and HUD regulations, ensures policies and procedures are being adhered to.

  • Assist with preparing responses to HUD and PHFA regulatory inquiries and audits.

  • Reviews applicant files for approval before move in.

  • Reviews completed files after tenant moves in for quality assurance.

  • Assists with quarterly and annual reporting requirements.

  • Assists with keeping the PA Housing Search website updated.

  • Provides coverage in the absence of a Property Manager.

  • Assists with the rent-up of new properties.

  • Maintains absolute confidentiality of work-related issues and tenant files.

  • Performs related duties and responsibilities as assigned.

Required Knowledge: 

  • PHFA tax credit operations, policies and procedures. 

  • HUD Regulations; Standard Operating Procedures and HUD Handbook. 

  • Federal and State regulations governing housing and finance including an understanding of the Housing Opportunity through Modernization Act (“HOTMA”) as it applies to LIHTC and HUD properties.    

  • Principles and practices of management, organization and administration.

  • General office practices and equipment: Microsoft Office (Word and Excel) - Knowledge of Real Page OneSite preferred.

Required Skill in:

  • Coordinating and executing internal and external compliance review operations.

  • Ensuring compliance with regulations governing HUD and LIHTC.

  • Operating a personal computer, utilizing standard and specialized software.

  • Effective verbal and written communication.

  • Ability to work individually and in team oriented environment on a variety of projects.

  • Establishing and maintaining effective working relationships with staff, PHFA departments, PMAM staff, employee groups, management, and the public.

Physical requirements: 

  • Sedentary work involves sitting most of the time.

  • Must be able to express or exchange and hear ideas by means of the spoken word.

  • Must have ability to occasionally lift, carry, push, pull or otherwise move objects exerting up to 10 pounds of force.

  • Must have visual ability for reading, preparing data, documents and figures and for viewing a computer terminal.

Work is performed in a standard office environment, but may require limited travel to sites within the portfolio as warranted.
