GENERAL DESCRIPTION
The Maintenance Technician is a technical service employee responsible for independently performing complex repairs, troubleshooting and preventive maintenance chores. The Maintenance Technician is expected to maintain and improve the operating condition, quality, and integrity of all building systems and building finishes, and to implement a system for regular inspection of those systems and finishes. MANAGER Lease –Up - Camden, NJ
GENERAL DESCRIPTION
The Manager performs in a leadership capacity for all on-site staff members at the site or sites to which he or she is assigned, and sets the standards for the property or properties. In this capacity, the Manager will ensure that all personnel support the corporate mission, and fully understand their role in achieving established goals. The Manager will mentor on-site staff and will advocate on their behalf to enhance individual performance and insure corporate success while providing excellent service for residents.
SPECIFIC DUTIES AND RESPONSIBILITIES:
The specific responsibilities of the Manager are as follows:
1. Create a supportive and pleasant atmosphere for residents, visitors and employees
2. Maintain compliance with fair housing policies and directives
3. Conduct lease orientation and signing with residents as well as ensure that all proper documentation is submitted in accordance with PMC Policies and Procedures
4. Enforce resident lease requirements

14. Make timely rent deposits to the bank, and ensure that proper documentation is submitted in accordance with PMC Policies and procedures
15. Prepare and maintain all applicable fiscal and accounting records/reports required at the site level

19. Re-certifying resident income at least annually in cooperation with Tax Credit Department and all governing agencies

22. Monitor the progress of work order completion and entry to Maintenance Software Program. Review status of Maintenance Reports on a regular basis
23. In conjunction with Maintenance personnel, walk the grounds daily, and inspect the building(s) at least weekly.
24. Coordinate with maintenance staff to prepare for AUI, and communicate priorities and status to Regional Property Manager
25. Coordinate with the Supportive Services Department to provide residents with services or referrals to other agencies for various services as appropriate
26. Coordinate with the Supportive Services Department to develop special programs or events that will benefit and/or interest the resident population.
27. Develop and implement a system for responding to all residents, including the immediate acknowledgment of complaints with prompt action to correct deficiencies or address concerns
28. Monitor and maintain an adequate health and safety program that provides for such services as fire drills and related emergency procedures, ambulance calls, proper use of apartment equipment, etc.

TRAINING:
The Manager must successfully complete Safety Training, Customer Satisfaction and Pennrose Operations Manual training during probationary period. GENERAL DESCRIPTION
The Site Superintendent I is a senior supervisory level employee responsible for overseeing all maintenance activities at one site or a portfolio of sites comprising more than 125 apartment units. Tax Credit Specialist – New Jersey
General Description:
The Tax Credit Specialist is responsible for assuring compliance to the procedures and regulations pursuant to the Low Income Housing Tax Credit (LIHTC) Program.
Specific Duties and Responsibilities:
The Tax Credit Specialist is responsible for the following specific duties:

DIRECTOR OF MAINTENANCE – Philadelphia Office
GENERAL DESCRIPTION
The Director of Maintenance is an executive staff position reporting to the President. The employee is responsible for all maintenance and capital improvement activities in the Pennrose Management Company (PMC) portfolio of housing and mixed-use developments. The Director of Maintenance is expected to lead, organize, improve and standardize the quality of services and products used in the maintenance of properties within the portfolio. He/She is called upon to develop and foster new skills in all maintenance employees, especially those who enter at the lowest job classes, and to promote new employment opportunities for residents of the Pennrose-managed developments. The Director of Maintenance is also expected to provide expert technical direction to maintenance managers, regional and site maintenance staff; to standardize diagnostic approaches for troubleshooting and preventative maintenance routines; and to initiate regular technical training. The Director of maintenance will implement, maintain, and improve eServisys®, Pennrose’s central work order/purchase order database, and provide informed input into the design and construction process for all new Pennrose developments.
DUTIES AND RESPONSIBILITIES
- Be a leader and chief advocate for all maintenance staff.
- Provide broad company wide technical assistance, as well as project specific direction when necessary, and to organize and implement ongoing training and advancement opportunities for site maintenance staff.
·- Work with PMC IT staff to improve and maintain work order tracking database; to assemble and disseminate regular reporting on all work orders, revealing elapsed times for each type of repair, product replacement histories, scheduled preventative maintenance.
· Help to develop and implement clear specifications for all site procured services and products; organize the purchase of commonly used products; organize the competitive procurement of repetitive contracted services.
· Oversee the supervision of subcontracted service providers; tracking all sub contractor and product vendor authorizations and payments, and documenting work and product quality.
· Coordinate and oversee construction contracts and maintenance efforts related to insurance claims. Communicate with other Pennrose Personnel, Regulatory Agencies and the Insurance Adjuster regarding status or progress of claims. The Director of Maintenance will review the Proof of Loss Statements and advise the Vice President of Administration regarding accuracy of Statements. Once approved, statements will be signed by the Chief Financial Officer, notarized and submitted to the insurance carrier for further processing.
· Establish and implement inventory and contracting auditing protocol for all purchases.
· Establish along with the PMC recruiter, hiring and personnel management protocols for maintenance staff, and oversee the effective use of the formal evaluation process.
· Standardize diagnostic approach used for common maintenance routines, especially for preventative maintenance and troubleshooting of HVAC systems and electrical circuits.
· Along with PMC Training Department, implement a training and certification process; establish measurable benchmarks for technical proficiency.

The Director of Operations is a support to the Vice President of Operations and President of Pennrose Management Company. SPECIFIC DUTIES AND RESPONSIBILITIES:
1. Assist in the review, development and implementation of company policies and procedures.

GENERAL DESCRIPTION
The Assistant Manager is often the initial contact person for those visiting or calling the site. As such, he or she has a unique opportunity and responsibility to make a positive and lasting first impression. The Assistant Manager acts as secretary, receptionist and leasing clerk for the property. He or she must be generally familiar with every aspect of the site's policies and procedures and support the manager in all matters relating to property management. 2. Coordinate the development and implementation of supportive service plans and delivery of services at all properties within the Company’s portfolio and their ongoing review and assessment.
3. Identifying, developing and maintaining networks of existing community based supportive and social service agencies for all properties and dissemination of information to site administrative and supportive services staff.
4. Direct the preparation of supportive service plans for sites under development as part of the funding application process, to include securing the assistance of existing community based supportive and social service agencies in the delivery of services.
5. After initial marketing and lease-up of new properties is completed, working with Site Manager, Supportive Service Coordinator, CHA CSS Coordinator, the Family Advocacy Program, community based supportive service and social service agencies, and residents to ensure implementation of services that are needed and desired by the residents. Ensuring that services are consistent with the service plan provided with the funding application(s).
6. Interfacing with and support of CHA’s Deputy Director for Planning and Program Development, PMC’s Vice President of Operations and Department Heads and ongoing dialogue in the review, development and implementation of supportive service plans, policies and procedures in order to assure that they are at all times current and effective.
7. Seeking out and directing the preparation of grant applications from local, state, federal and private agencies, organizations and foundations to fund service programs, equipment for programs (i.e. computer learning centers), and administrative and overhead costs.
8. Providing technical assistance to residents’ councils including organization, training, identification of program funding availability and program development and implementation.
9. Coordinating activities and communications with Company affiliates as they relate to supportive services, to include making presentations with respect to new development opportunities and representing Pennrose Management Company on committees and at conferences.
10. Responsibility for monitoring and maintaining compliance of supportive service programs with various funding requirements (e.g. Low Income Housing Tax Credit Program) as it relates to supportive services.

The Assistant Manager is often the initial contact person for those visiting or calling the site. As such, he or she has a unique opportunity and responsibility to make a positive and lasting first impression. The Assistant Manager acts as secretary, receptionist and leasing clerk for the property. He or she must be generally familiar with every aspect of the site's policies and procedures and support the manager in all matters relating to property management. SPECIFIC DUTIES AND RESPONSIBILITIES:
The specific duties for which the Assistant Manager is responsible are as follows:
1. Collecting rents, preparing receipts and bank rental deposits

GENERAL DESCRIPTION
The Manager performs in a leadership capacity for all on-site staff members at the site or sites to which he or she is assigned, and sets the standards for the property or properties. In this capacity, the Manager will ensure that all personnel support the corporate mission, and fully understand their role in achieving established goals. The Manager will mentor on-site staff and will advocate on their behalf to enhance individual performance and insure corporate success while providing excellent service for residents.
SPECIFIC DUTIES AND RESPONSIBILITIES:
The specific responsibilities of the Manager are as follows:
1. Create a supportive and pleasant atmosphere for residents, visitors and employees
2. Maintain compliance with fair housing policies and directives
3. Conduct lease orientation and signing with residents as well as ensure that all proper documentation is submitted in accordance with PMC Policies and Procedures
4. Enforce resident lease requirements
5. Ensure adherence to all Pennrose Management policies and procedures, and compliance with regulatory agency requirements
6. Initiate and respond to all pertinent correspondence
7. Review and approve all purchase orders and invoices to facilitate payment process
8. Oversee continuous inventory of administrative supplies
9. Submit any and all reports on a timely basis, as required
10. Maintain/update vacancy information as required by investors, syndicators and/or monitoring agencies
11. Enable and maintain financial solvency by reducing administrative/maintenance costs and implementing a system for achieving 0% rent delinquency.
12. Achieve and maintain as close to 100% occupancy as possible, including resident selection, retention and the leasing of new and turnover apartments

14. Make timely rent deposits to the bank, and ensure that proper documentation is submitted in accordance with PMC Policies and procedures

19. Re-certifying resident income at least annually in cooperation with Tax Credit Department and all governing agencies

21. Have basic knowledge of all mechanical systems on the property
22. Monitor the progress of work order completion and entry to Maintenance Software Program. Review status of Maintenance Reports on a regular basis
23. In conjunction with Maintenance personnel, walk the grounds daily, and inspect the building(s) at least weekly.
24. Coordinate with maintenance staff to prepare for AUI, and communicate priorities and status to Regional Property Manager
25. Coordinate with the Supportive Services Department to provide residents with services or referrals to other agencies for various services as appropriate
26. Coordinate with the Supportive Services Department to develop special programs or events that will benefit and/or interest the resident population.
27. Develop and implement a system for responding to all residents, including the immediate acknowledgment of complaints with prompt action to correct deficiencies or address concerns
28. Monitor and maintain an adequate health and safety program that provides for such services as fire drills and related emergency procedures, ambulance calls, proper use of apartment equipment, etc.
