EPA’s Renovation, Repair, and Painting Final Rule (40 CFR 745) requires that beginning April 22, 2010, non-exempt renovations conducted for compensation in target housing and child occupied facilities, must be performed by Certified Firms using Certified Renovators. Target housing is defined as housing constructed prior to 1978 which contains one bedroom or larger.
In addition, since 2005, New Jersey has required renovators and maintenance workers performing work on all pre-1978 multiple dwellings or shelters housing women and children or rooming and boarding homes housing women and children perform such work using workers trained in lead-safe work practices and applicable NJ regulations. Failure to use properly trained individuals to perform work on pre-1978 multi-family rental housing will be a violation of N.J.A.C. 5:10-6.6(g) and may result in monetary penalties.

Steve Silicato will give us the latest information on the EPA's recent legislation regarding lead based paint, Renovation, Repar & Painting (RRP) Rule.
Steve is a Vice President with one of the nation’s oldest environmental contracting companies, MARCOR Environmental, LP. MARCOR provides abatement, remediation, demolition and emergency disaster response cleanup services to the Multi-Family, Commercial, Healthcare and institutional industries nationwide.
Derek D. Reed will be speaking about the New Jersey Administrative Code relative to lead and lead abatement procedures as enforced by state and local agencies, particularly the Department of Community Affairs and its specialized lead abatement section.
Since joining Levy, Ehrlich & Petriello, Mr. Reed has engaged in a diverse litigation practice representing a wide range of corporate and individual clients involved in contractual and business disputes. Mr. Reed has valuable experience in working with officials from the DCA to obtain a favorable resolution for his clients.
